AMLA has published several draft RTS and ITS under the regulatory framework for the prevention of money laundering and terrorist financing and invites stakeholders to sectoral roundtables
The European Union Authority for Anti-Money Laundering and Countering the Financing of Terrorism (AMLA) has published on its website several final reports (Final Report) on draft Regulatory Technical Standards (RTS) and Implementing Technical Standards (ITS) for the implementation of the EU’s new regulatory framework for the prevention of money laundering.
The reports were published after AMLA had submitted the draft technical standards to the European Commission for adoption prior to their subsequent publication in the Official Journal of the European Union.
The Financial Supervisory Authority (FIN-FSA) recommends that supervised entities familiarise themselves in particular with the draft technical standards concerning customer due diligence, group-wide arrangements, risk assessment and cross-border activities, as they will have a significant impact on the obligations and activities of supervised entities once the new EU regulatory framework becomes applicable.

- AMLR Articles 16(4) and 17(3): Draft Regulatory Technical Standards on group-wide minimum requirements and additional measures for subsidiaries and branches in third countries
- AMLR Article 28(1): Draft Regulatory Technical Standards on Customer Due Diligence

- AMLAR Article 12(7): Draft Regulatory Technical Standards on the risk assessment for the purpose of selecting credit institutions, financial institutions and groups of credit and financial institutions for direct supervision
Published draft ITS
- AMLAR Article 15(3): Draft Implementing Technical Standards on cooperation within the AML/CFT supervisory system for the purposes of direct supervision
- AMLR Article 81(1): Draft Implementing Technical Standards on FIU reporting to the EPPO
- AMLAR Article 41(2): Draft Implementing Technical Standards on AMLA reporting to the EPPO
- AMLD Article 31(2): Draft Implementing Technical Standards on FIU-to-FIU exchanges
All published draft RTS and ITS and the related final reports are available on AMLA’s website.
The FIN-FSA is monitoring the preparation of the technical standards and will provide further information on their adoption and entry into force at a later stage. We recommend that supervised entities start assessing well in advance the impact of the forthcoming provisions on their own processes, particularly with regard to customer due diligence, group-wide governance and risk management in cross-border activities.
AMLA invites stakeholders to sectoral roundtables
AMLA invites representatives of obliged entities, trade associations and other representative bodies from the financial and non-financial sectors to express their interest in participating in sectoral roundtables on the application of simplified customer due diligence (Simplified Customer Due Diligence, SDD).
The feedback gathered in the discussions will inform the preparation of Guidelines aimed at supporting the clear, effective and proportionate application of simplified customer due diligence.
The deadline for expressions of interest is 18 October 2026.
Further information on the application procedure is available on AMLA’s website.
