FIN-FSA stakeholder survey: Level of trust in Financial Supervisory Authority remains good

Nearly 90% of the respondents say that they had a high level of trust in the Financial Supervisory Authority (FIN-FSA) and are satisfied with interaction and communication. Among the respondents, the FIN-FSA is seen above all as independent, expert, consistent, and efficient in service matters.

Of the respondents to the FIN-FSA’s stakeholder survey, 24% said that their trust in the FIN-FSA was very high and 64% said that it was fairly high. Trust was nearly the same as in previous surveys. Some 42% of respondents were well aware of FIN-FSA and 53% fairly well aware. 

The FIN-FSA was generally considered to have succeeded as a supervisor very well (11%), and fairly well (63%). The attributes that best describe the FIN-FSA are independent (very or fairly well, 90%), expert (76%), consistent (60%) and efficient in service matters (55%). Effectiveness, forward-looking, transparent and dynamic are characteristics that are not yet as strongly associated with the FIN-FSA.

Some 87% of respondents were very or somewhat satisfied with interaction and communication with the FIN-FSA, while 85% of respondents considered that the FIN-FSA was very or fairly successful in its communication. 

Respondents’ satisfaction and trust are very strongly influenced by the length and frequency of contacts: the more and longer the contacts, the more respondents trust the FIN-FSA and the more satisfied they are with the supervisor’s activities.

Effective interaction is the foundation of supervision and cooperation, and thanks are due to every FIN-FSA employee for our success in this respect,” says Tero Kurenmaa, Director General of the FIN-FSA.

Commissioned by the FIN-FSA, Aula Research Oy conducted a stakeholder survey in the form of a questionnaire. The questionnaire was answered by 189 respondents, and the response rate was 25%. The survey sample was collected between 4 May and 26 May 2026 via an online questionnaire, and the sample was supplemented with telephone interviews. Supervised entities from the banking, insurance and capital market sectors, listed companies and, among others, public authorities and the media were invited to respond to the stakeholder survey. 

The stakeholder survey supports the monitoring of the implementation of the FIN-FSA’s strategy. The survey is a repeat study and, for some of the questions, comparative information is available from as early as 2011.
