New model for submitting financial information in payment institutions’ authorisation applications

The Financial Supervisory Authority (FIN-FSA) introduces a new model at the beginning of 2026 for submitting the financial information to be attached to payment institutions’ authorisation applications. The FIN-FSA recommends that payment institutions applying for an authorisation or a change to an authorisation submit part of the information concerning their financial capacity required in the authorisation application using the Excel template available on the FIN-FSA website. Instructions for completing and interpreting the spreadsheet workbook have also been published on the website to support its use. 

Spreadsheet workbook

Decree of the Ministry of Finance on the Information to be Appended to the Authorisation Application of a Payment Institution (1040/2017) defines the information applicants must submit to the FIN-FSA. Two separate Excel workbooks have been prepared to support the submission of the information referred to in section 10 of the aforementioned Decree and chapter 5 of the Act on Payment Institutions. The applicant selects the workbook to be completed according to the type of authorisation application (payment institution or electronic money institution). The workbooks cover only part of the information required by the Decree. Textual information, such as the business plan and the description of arrangements for managing capital adequacy, must be submitted as separate documents.

Instructions for analysing the financial capacity of payment institutions

To facilitate completion of the workbook, instructions have been added to the website that present the key points of the underlying legislation and provide practical guidance on completing and interpreting the tables.

Entry into force

Use of the spreadsheet workbook and the instructions is recommended for authorisation applications from 1 February 2026 onwards.
