EBA launches consultation on amendments to the Implementing Technical Standards (ITS) on supervisory reporting and reporting simplification measures | EBA

The European Banking Authority (EBA) has launched a public consultation on amendments to the Implementing Technical Standards (ITS) on supervisory reporting, together with a substantial package of measures aimed at simplifying reporting requirements. The consultation covers revised ITS on supervisory reporting as well as supervisory benchmarking of internal models for capital requirements.

Key proposals

The objective is to reduce the reporting burden for EU banks while ensuring that supervisory authorities continue to receive high-quality information necessary for the performance of their tasks. EBA proposes, inter alia, a reduction of approximately 50% in the number of data points in harmonised EU supervisory reporting. The proposals also strengthen the principle of proportionality, in particular with regard to small and non-complex institutions (SNCIs).

Separate EU-wide data collections related to stress testing and supervisory benchmarking would be integrated into regular supervisory reporting. This would reduce overlaps, increase consistency and simplify reporting processes.

To enhance transparency and coordination of reporting obligations, EBA will develop an EU-wide public repository of information requests issued by European and national supervisory authorities, and will provide guidance on good practices for such requests. As a first step, the consultation package now published includes an overview of national data collections and ongoing simplification initiatives.

Timeline

Comments may be submitted until 10 July 2026. With regard to FINREP requirements related to the implementation of IFRS 18, the deadline for comments is 10 May 2026. The proposed amendments are intended to enter into force in September 2027.

EBA will support the implementation of the changes through close engagement with stakeholders and will organise public hearings and workshops.

Participation in the consultation takes place via EBA’s website, separately for each consultation module.
