Fee factors used in determining credit institutions’ ECB supervisory fees must be reported to the Financial Supervisory Authority by 11 November 2020 I EBA

From the 2020 fee period onwards, fees will be levied on an ex-post basis and the ECB will use existing supervisory data to calculate fees, removing the need for a separate data collection process for most credit institutions.

However, credit institutions wishing to exercise the option to exclude their non-SSM subsidiaries fully or partly from the determination of supervisory fee factors, and have notified the ECB of this by the end of September, must submit to the Financial Supervisory Authority (FIN-FSA) by 11 November 2020 the information specified by the ECB Decision on the data to be used in the calculation of ECB supervisory fees.

Branches from non-SSM countries operating in Finland that pay supervision fees must submit to the FIN-FSA by 11 November 2020 a standard letter from management certifying the total assets of the branches. Branches must submit a management letter even if supervisory fees are calculated based on FINREP reporting.

The data to be submitted shall be data for the end of the previous year, unless the supervised entity has been founded during the supervisory fee period, in which case the data to be submitted shall be mainly for the end of the quarter following the founding of the supervised entity. If a branch has been established during 2020, the branch must not only complete the standard letter from management but also the form for declaring total assets and send it together with the management letter to the FIN-FSA by 11 November 2020.

The changes to the supervision fee arrangements are based on the amendment (2019/2155) to the ECB Regulation on supervisory fees (1163/2014) and the update to the Decision on the information to be used for the calculation of ECB supervisory fees (2019/2158). Management certification letters, supervisory fee factors (Excel templates) and auditor’s statements for supervised entities covered by the requirement shall be sent by email to the FIN-FSA at: EKP_valvontamaksut(at)finanssivalvonta.fi

Alternatively, management certification letters may also be submitted by letter to the address Finanssivalvonta, PL 103, 00101 Helsinki. The envelope must be marked “ECB valvontamaksut/FIDATA/Mattinen”.
