The EBA is inviting comments on Guidelines on information accompanying transfers of funds (incl. crypto-assets) (The Travel Rule Guidelines) – consultation period ends on 26 February 2024

On 24 November 2024, the European Banking Authority (EBA) launched a public consultation about Guidelines on preventing the abuse of funds and certain crypto-assets transfers for money laundering and terrorist financing purposes (EBA/CP/2023/35).

The Guidelines specify the actions

  • payment service providers (PSPs)
  • intermediary payment service providers (IPSPs)
  • crypto-asset service providers (CASPs)
  • intermediary crypto-asset service providers (ICASPs)

should consider to detect missing or incomplete information accompanying transfers of funds and crypto-assets.

The Guidelines are intended to take effect on 30 December 2024, at the same time when the new Transfer of Funds Regulation (TFR) enters into force. The TFR Regulation replaces the Funds Transfer Regulation in force since 2015.

Draft Guidelines and consultation period

The draft Guidelines are available at the EBA website along with more detailed instructions on the submission of comments. The consultation period ends on 26 February 2024.
